AUGUSTINE’S FIRST BIKE SHARE PROGRAM GOT A LITTLE CLOSER TO BECOMING A REALITY WHEN THE HISTORIC ARCHITECTURAL REVIEW BOARD (HARB) ISSUED AN OPINION OF APPROPRIATENESS TO THE CITY LAST WEEK. THE REVIEW AND NOD FROM HARB WAS SPECIFICALLY FOR THE DESIGN OF SIGNAGE AND LOCATIONS FOR THE FIRST PHASE OF DOCKING STATIONS FOR THE BIKES.WHEN FULLY OPERATIONAL LATE IN THE SUMMER, THE SYSTEM WILL PROVIDE 100 GPS-ENABLED E-BIKES THROUGHOUT THE CITY. RIDERS WILL BE ABLE TO USE AN APP TO LOCATE BIKES AT MOBILITY HUBS THROUGHOUT THE CITY, AND MAY USE A VARIETY OF PAYMENT OPTIONS TO RIDE ON A DAILY, MONTHLY, OR ANNUAL BASIS.THE ACTION BY HARB ALLOWS CITY STAFF TO CONTINUE WITH THE DEVELOPMENT OF AN IMPLEMENTATION PROGRAM THAT WILL INCLUDE A DOZEN BICYCLE HUBS AT:

  • VISITOR INFORMATION CENTER,
  • CITY HALL,
  • MUNICIPAL MARINA,
  • PLAZA DE LA CONSTITUCIÓN,
  • LINCOLNVILLE MUSEUM AND CULTURAL CENTER,
  • WEST KING ST. BUSINESS DISTRICT,
  • UPTOWN BUSINESS DISTRICT,
  • NEAR THE INTERSECTION OF CORDOVA ST. AND HYPOLITA ST. ,
  • NEAR THE INTERSECTION OF ANASTASIA BLVD. AND ARREDONDO AVE.,
  • NEAR THE INTERSECTION OF SEVILLA ST. AND VALENCIA ST., AND
  • FLAGLER COLLEGE’S DORMITORIES ON MALAGA ST.

THE PROGRAM IS SCHEDULED TO LAUNCH IN LATE AUGUST OR EARLY SEPTEMBER.

 

SUNDAY;  THE FLAGLER COUNTY SHERIFF’S OFFICE RECEIVED A CALL FROM ROY CARLISI (43 YEARS OLD).CARLISI TOLD DISPATCHERS THAT THERE HAD BEEN AN ACCIDENT AT HIS HOME AND HE NEEDED AN AMBULANCE.CARLISI WAS VERY UNCOOPERATIVE AND REPEATEDLY HUNG UP THE PHONE WHENEVER THE DISPATCHER ASKED QUESTIONS AND ATTEMPTED TO GAIN MORE INFORMATION. SCREAMING COULD BE HEARD IN THE BACKGROUND.FCSO DEPUTIES ARRIVED AT THE HOME AND ATTEMPTED CONTACT BY KNOCKING ON THE FRONT DOOR AND RINGING THE DOORBELL. ALTHOUGH VOICES COULD BE HEARD FROM INSIDE, NO ONE ANSWERED THE DOOR. DEPUTIES COULD SEE THROUGH A FRONT WINDOW THAT CARLISI WAS STANDING OVER THE VICTIM, HIS WIFE, WHO WAS SITTING ON FLOOR.CARLISI MADE SEVERAL STATEMENTS TO THE VICTIM BEFORE FINALLY ANSWERING THE DOOR.CARLISI TOLD DEPUTIES THAT EVERYTHING WAS FINE AND THAT THEY WOULD NOT BE COMING INTO HIS HOME.DEPUTIES THEN EXPLAINED TO CARLISI THAT DUE TO THE NATURE OF THE CALL AND THE CURRENT CIRCUMSTANCES,THEY WOULD BE ENTERING THE HOME. CARLISI BECAME UNCOOPERATIVE AND ATTEMPTED TO CLOSE HIS FRONT DOOR.IT WAS AT THIS TIME THAT LAW ENFORCEMENT FORCED ENTRY INTO THE HOME AND CARLISI WAS DETAINED.WHEN QUESTIONED, THE VICTIM TOLD DEPUTIES THAT SHE AND CARLISI WERE ARGUING IN THE KITCHEN WHEN CALISI GRABBED HER BY THE THROAT AND THREW HER TO THE GROUND, REPEATEDLY BANGING HER HEAD AGAINST THE FLOOR.CALISI WAS THEN PLACED UNDER ARREST. WHILE SEARCHING CARLISI, ONE FULL TOOTH AND A PIECE OF ANOTHER TOOTH WAS LOCATED IN HIS FRONT POCKET. WHEN QUESTIONED, CARLISI EXPLAINED THAT THE TEETH BELONGED TO THEVICTIM AND THAT SHE HAD FALLEN IN THE KITCHEN.THE VICTIM WAS TRANSPORTED TO ADVENT HEALTH MEDICAL CENTER FOR TREATMENT. CARLISI WAS TRANSPORTED TO THE SHERIFF PERRY HALL INMATE DETENTION FACILITY HE WAS CHARGED WITH BATTERY DOMESTIC VIOLENCE,ASSAULT, AND RESISTING ARREST WITHOUT VIOLENCE.THE FOLLOWING DAY, CARLISI APPEARED BEFORE JUDGE PERKINS AND WAS ISSUED A PRE-TRIAL RELEASE AND OUTFITTED WITH A DOMESTIC VIOLENCE GPS ANKLE MONITOR. IT WAS EXPLAINED TO HIM THAT ONE OF THE CONDITIONS FOR HIS PRE-TRIAL RELEASE WAS THAT HE WAS TO STAY AT LEAST 500 FEET AWAY FROM THE VICTIMSLESS THAN TWO HOURS LATER, CARLISI RETURNED TO THE RESIDENCE, DISPATCH WAS IMMEDIATELY NOTIFIED AND FCSO DEPUTIES THEN LOCATED CARLISI, WHO TOLD DEPUTIES THAT HE DID NOT KNOW HE COULD NOT BE WITHIN 500 FEET OF THE ADDRESS AND COULD NOT READ THE PRE-TRIAL RELEASE CONDITIONS GIVEN TO HIM UPON HIS RELEASE BECAUSE HE DID NOT HAVE HIS GLASSES. CARLISI WAS ARRESTED FOR VIOLATING THE CONDITIONS OF HIS RELEASE.

 

MEMORIAL SERVICES FOR CRESCENT CITY COURIER JOURNAL PUBLISHER JULIETTE LAURIE ARE PLANNED FOR JOHNSON OVERTURF FUNERAL HOME 10:30 ON SATURDAY .  LAURIE LOST HER LIFE IN A SINGLE CAR ACCIDENT LAST FRIDAY. SHE WAS PUBLISHER OF THE COURIER JOURNAL SINCE 2011 AND WAS A MEMBER OF THE CRESCENT CITY ROTARY CLUB. IN LIEU OF FLOWERS MEMORIALS MAY BE SENT TO THE LEE CONLEE HOUSE DOMESTIC VIOLENCE CENTER.

 

PUTNAM COUNTY COMMISSIONERS HAVE MADE A DEAL WITH  ST JOHNS SHIPBUILDING TO LEASE A FACILITY AT THE BARGE PORT. THEY WILL USE THE FACILITY FOR FABRCIATION AND WAREHOUSING OF THINGS NEEDED FOR SHIPBUILDING.
